Which businesses continue to operate as essential businesses under the new regulations? The first on the list, of course, is the Ministry of Health, with all its certification units, the Institute of Biological Research at the Prime Minister’s Office, the Israeli Society for Life Sciences and the Israel Police will continue to work with 100% of their permanent staff.

The Prison Service and the National Security Headquarters will work under regulations in 95% of the workforce. The National Fire and Rescue Authority, the GSS and the Mossad will work in 90% of the workforce. Witness Protection Authority in 80% of the workforce.
The Ministry of Labor, Welfare and Social Services, except for the labor arm, will work in 75% of the workforce and the National Cyber Array in 70% of the workforce.

The Ministry of Energy and Home Security, the Atomic Energy Committee and the defense industries, as well as jobs that provide services to continue their operations, will work in 50% of the permanent staff. The Government Advertising Bureau will work in 40% of the workforce.

Alongside these are emergency regulations that will allow the continued work of other industries in the economy. The addition to the regulations further defines services that will be excluded from the guidelines as being vital to economic activity and includes, among other things, the various health services (including pharmacies and optics and emergency dentistry) as well as banks, clearing houses, credit bureaus and cash transfer companies. In addition, the insurance companies, the stock exchange and the rating and consulting companies will be expanded to the institutional bodies. These bodies will, as stated, be required to operate in the minimum software required to provide essential services to the economy.
In the field of agriculture, agricultural farms in the animal and plant industries, agricultural contractors, packing houses, animal feed establishments and veterinary medical services have been exceeded. Dairies, egg sorting and slaughterhouses have also been upgraded to allow for continued supply. Also in the retail sector, factories that manufacture or import and distribute pharma, toiletries, cleaning and cosmetics have been upgraded.
Shuttle services can also be found in public transport, in accordance with the Ministry of Health’s instructions, taxi services, aviation activities and border crossings, as well as the ports that will continue to operate as they should. Local authorities will be able to continue to operate the garbage disposal services as well as the municipal and security centers.
In the area of welfare services, home settings, care and day care centers for the elderly and support services for populations with special needs, clubs for at-risk children and clubs for senior citizens have been extended. Religious and burial services will also operate under the exemption from the regulations, as will training services and the operation of women’s mikvahs.
The various sections of the regulations also include building maintenance services, including safety, elevators, plumbing, electricity, cleaning and sanitation. Technical services, communications and information security and computer services, and in particular support services, maintenance and maintenance of the database and necessary development, were also upgraded.
Although distance learning services have been discontinued in recent days, the regulations exclude educational institutions with regard to distance learning and online teaching.
