Belgium: favorable opinion of the public prosecutor's office for a new psychiatric report by Marc Dutroux

DUTROUX CASE – The Brussels public prosecutor's office has issued a "favorable opinion" on Thursday 17 October to a new psychiatric report from Marc Dutroux, who has been imprisoned since 2004. If it is granted by the court for the enforcement of sentences, it could pave the way a parole application by the criminal.

After the favorable opinion given by the Brussels public prosecutor's office, it is now the turn of the Sentence Enforcement Court (TAP) to consider on 28 October a new psychiatric report from Marc Dutroux. The Belgian criminal, sentenced to life imprisonment for the kidnapping, rape of six small girls and the murder of four of them, has not been examined since his trial in 2004.

At the time, he had been described as a "true psychopath", "narcissistic pervert" and "manipulator". His doctor Michel Manage had also declared in 2013 to RTBF that Marc Dutroux had not changed in sixteen years of detention.

If the expertise is granted by the TAP, three doctors will take care of it. This could pave the way for a request for conditional release of Marc Dutroux, released since 2013 under the law. In 2012, the criminal had already made such a request that had been rejected by the court because of the risk of re-offending and the "lack of prospect of reintegration" and provoked emotion in Belgium.
