For nearly six months, an unprecedented strike has spread to nearly half of the public-sector emergency services – 233 according to the Inter-Emergency group which is behind it, 195 according to the Ministry of Health . Traveling in an institution that has "been inventive" to "lift a little tension", Agnès Buzyn announced a battery of "measures that work, which are consensual (and) raised from the ground" as part of the mission entrusted in June to the chief of the Samu de Paris, Pierre Carli, and the deputy (LREM) of Charente Thomas Mesnier.

To "minimize the passage of the elderly" to emergencies, it intends to generalize "direct admission channels", promising to key "a financial incentive, a form of bonus to hospitals that (they) put in place" . The minister also wants to develop "a video-assistance between the Ehpad and Samu", to avoid hospitalizations in case of "benign pathologies".

It also intends to rely on the liberal doctors: the Samu will be allowed to send an ambulance to a city office or a health home, where can be made a consultation and some medical exams without advance of costs, so that patients "find the same advantage as going to emergencies."

Emergency paramedics will also have the right to "do things they can not do today," such as "prescribe x-ray (or) suture," which will allow them to receive a "premium". cooperation rate of EUR 80 net per month. In the longer term, the new profession of advanced practice nurse, with expanded skills, will be extended to the specialty "emergencies", with first training from autumn 2020, and first graduates in 2022.

The mobilization extends

Without waiting, several organizations of hospital or emergency doctors however decided Monday to "join the mobilization carried by the collective" and participate in its general assembly on September 10 in Saint-Denis. "We are calling for an end to budget cuts," they said in a statement, calling for "a moratorium on the closure of beds" and a "recruitment of staff to meet the needs".

"There is a convergence between medical and paramedical personnel", because "the difficulties of emergencies are those of the public hospital", but "it is not a call to the strike", qualified Jacques Trévidic, president of Action Practitioners Hospital (APH), with AFP. "It will be up to the doctors to decide," confirmed Patrick Pelloux, the association of emergency doctors in France (Amuf), presenting this as "an exercise in solidarity with staff to say we are with them."
