According to a local source in the Taroudant prefecture, the land in the douar de Tizert, part of Imi Ntiyaret commune, which was swallowed up by the floods that killed several people, did not have any building permits.
It is a local association that has collected donations to erect it. It is ultimately an anarchic construction, which does not respect the standards in force including the prohibition to build on the river beds. The same source states that local officials, including the president of the commune and the district boss, have repeatedly visited the site and attended football games without reacting or ordering its closure.
The competent authorities began an investigation to find out exactly what happened on this ground. The parties concerned have indeed begun the investigations to clarify the circumstances of this incident and determine the responsibilities.
