School competitions, notices can be published. Is it right to do it during the Coronavirus emergency?

It’s almost spring: a few weeks ago we would have expected to dedicate this space to filling in the applications for participation in competitions for school expected for years. The Coronavirus emergency has changed times and perspectives.

“I am a precarious teacher who teaches in Venice. Tonight I read the news regarding the exit of the 2020 school competition call, 1st and 2nd degree, for the province of Trento. Without prejudice to the autonomy of the province in question, I wonder, however, how it is possible that everything is frozen nationally, while the announcement is published in Trento? I would add, how is this possible at a time like the one we are experiencing? “

Competition notices can be published

It must be said, as specified also by Minister Azzolina in the answer given in the Senate during the question time of 25 March, that “ the decree-law n. 19 of 2020 […] provides for the limitation or suspension of insolvency proceedings, without prejudice to the possibility of proceeding with the issuing of competition notices

Therefore it is confirmed that the publication of the competition notices can take place.

To be blocked for 60 days – therefore at the moment until May 16 – is the physical conduct of bankruptcy procedures, as gatherings in public and private places are prohibited.

Consequently, the publication of the competition notice in Trento falls within the current provisions. Among other things, it must also be said that the procedure has been approved, the application will be online in a few days.

It should also be noted that the extraordinary Trento competition is a competition for qualifications, not a competition for exams.

Therefore the applicants will submit the application, the Provincial Service will fill in the respective rankings and, once approved, they can be used for entries in the role.

What is the situation in the rest of Italy. The Milleproroghe decree set the deadline for the publication of calls on April 30th.

From a regulatory point of view, the date could be respected, but the opinion of the CSPI is still missing, which we do not know if it can meet electronically.

Is it right to announce competitions in this emergency period?

The Minister spoke on this topic only on March 17th, stating “The competition tests will be suspended for the next 60 days. Both the Ministry of Education had no intention of conducting bankruptcy tests in the next 60 days, we had planned them for late May and early June. We will see what the epidemiological scenario will be. So the contests will be banned soon. We need to hire precarious workers in September “

According to the unions, however, the historical moment requires a rethinking of procedures in favor of a more streamlined hiring and enabling procedures also in telematic mode.

FLCGIL: definitively put aside the extraordinary competition for the 24 thousand seats and start a procedure for qualifications to stabilize temporary workers with three years of service. All this by parallel re-launching the start of the enabling courses starting from the next academic year.

ANIEF: We can block competitions, but we have no right to block hiring. We ask for an extraordinary hiring plan on all vacancies and the recruitment from the institute rankings beyond the current channels of quick call, merit rankings, Gae.
Also for ATA staff it is necessary to take 24 months from the rankings, after stabilizing the staff of the cooperatives.

SNALS: The Snals Confsal believes that an extraordinary recruitment procedure should be immediately implemented as has already been the case for other sectors, which are priority, but not of greater importance: the creation of a fully qualified list of qualifications accessible to those who have at least 36 months of service in the school, aimed at hiring after the exhaustion of the merit rankings of the 2016 and 2018 competitions and of the exhaustion rankings.

UIL There is no doubt that the system prefigured for the extraordinary competition must be modified and replaced by an extraordinary competition for titles and services

GUILD: start of a private qualifying course open to all those who have the requisites for participation in the extraordinary competition, stabilization of the employment relationship for all those who have acquired three years of service in the state school through the timely start of the procedure foreseen by the Law 126 with legal appointment on 1st September 2020 and subsequent selective procedure aimed at assessing which of them will be included in the quota of the 24,000 places available for the role and who will instead be able to obtain the qualification for teaching.

CISL: a “review” of the dual-channel system would allow fair consideration of both the need to offer new graduates’ access to teaching work for young graduates (with regular competitions banned on a regular basis), and to enhance the work experience accumulated for a reasonable number of years (assuming as a reasonable requirement a service carried out for at least three years) by those who teach each year in our schools with fixed-term contracts.

Political positions

To take the field is the League, which calls for an urgent decree to stabilize the precarious workers with at least 36 months of service.

FdI also calls for the assumption of historical precarious workers.

A first important appointment will be the conversion of the Law Decree of 17 March 2020, expected for April 08.
