
With the new anti-Coronavirus decree, the government it gives regulatory coverage to all the prohibitions introduced so far with the Dpcm and delimits the field of action proper and of the governors, subject to local ordinances for another 10 days.
The sanctions are also expected to double for repeat offenders and increase by a third if driving without reason. It is possible to close from 5 to 30 days, once the emergency is over, the activity of the shops that remain open despite the prohibitions. And the new rules will also apply to those who have already been sanctioned, thus also limiting the risk of bursting appeals in court.
Here are the 28 areas of action to contain the virus:
– limitation of the movement of people, including the possibility of moving away from one’s residence, domicile or residence, or of entering or leaving the national territory if not for individual movements, limited in time and space and motivated by work needs, by situations of need o urgency, for health reasons or other specific reasons;
– closure of urban roads, parks, play areas, villas and public gardens or other public spaces to the public;
– prohibition of removal and entry into municipal, provincial or regional territories;
– quarantine for those who have had close contacts with the infected – absolute ban on leaving home for the positive;
– limits or stops at meetings or gatherings in public places
– no cultural, recreational, sporting, recreational and religious events and meetings;
– suspension of civil and religious ceremonies, limitation of entry into churches;
– closing of cinemas, theaters, dance halls, discos, game rooms, betting rooms and bingo halls, cultural centers, social centers and leisure centers;
– suspension of congresses and conferences, videoconferencing only;
– limitation or suspension of sporting events and competitions of any order and discipline, including the possibility of temporarily closing gyms, sports centers, swimming pools, swimming centers and sports facilities, even if private;
– limits or stops to outdoor play or sports activities; – possibility of reducing or suspending public transport;
– suspension or closure of all schools and universities, including for the elderly, masters and professional courses, without prejudice to the possibility of carrying out distance learning activities;
– stop twinnings and educational trips;
– limitation or closure of museums and cultural places;
– limitation of physical presence in public offices, with the exception of indifferent activities and essential services, focusing primarily on smart working;
– limitation or suspension of competitions, except at a distance;
– limitation or suspension for shops, with the exception of those which guarantee food and basic necessities which must in any case ensure the anti-contagion distances;
– limitation or suspension for bars and restaurants;
– limitation or suspension of any other business activity or professional and self-employed activity with the possibility of excluding services of public necessity after the assumption of anti-contagion safety protocols and with the adoption of adequate individual protection tools;
– limitation to fairs and markets, except food ones;
– specific prohibitions or limitations for accompanying patients to the emergency room;
– limitation of the access of relatives in hospitals, hospices, sanitary and elderly residences, as well as in prisons;
– reporting obligations to the national health service for those who have passed through or stayed in epidemiological risk areas indicated by WHO or the Minister of Health;
– order information and prevention measures;
– agile work also in derogation from the current disciplines;
– provision that permitted activities take place avoiding gatherings and respecting distance and anti-contagion protocols;
– possibility for the prefect to authorize exceptions to the various limitations.
