who is entitled to it and how to request the incentive

The decree law on incentives for those who decide to buy televisions and decoders has been published in the Official Journal "suitable for receiving programs with the new DVB-T2 transmission technologies". These are latest-generation devices that from June 30, 2022 will become essential for signal reception. Anyone wishing to equip themselves with the new technologies will be able to use tv bonus ordered by the government: but beware, only families with an Isee income up to 20 thousand euros will be entitled.

As already announced, the less wealthy families will be able to ask for a discount up to 50 euros when buying a television or decoder for the Dvb-T2. The text of the implementing decree specifies that the discount concerns "devices capable of receiving radio and television programs and services – equipped in the case of decoders, including socket-down or converter suitable for connections to the TV SCART socket – with open program interfaces (Api), where present, regardless of the consumer's technological platform, both it is terrestrial, satellite and, where available, via cable".

The incentives will officially enter into force on December 18, 2019 and will be available until the end of 2022. The government, in total, has allocated 151 million euros for the TV and decoder bonus. For this year, 25 million euros have been programmed, the same amount set for 2021 and 2022, while for 2020 the ceiling has been set at 76 million. The Ministry of Economic Development will also have an additional 15 million euros for advertising and warning information to families on the incentive.

To gain access to the bonus, a self-certifying form must be downloaded from the Ministry website to return to the Isee beneficiary category: this substitute declaration must then be presented to the seller, together with an identity document, at the time of purchase. The retailer will then have to transmit the buyer's tax identification number to the Revenue Agency, which will check the applicant's eligibility to receive the bonus. Together, INPS and the Guardia di Finanza will also check that false statements are not provided. The merchant will then recover the discount via a tax credit.
