Remember the billion dollar auction for 5G frequencies of last October? After paying 6.5 billion of them, mobile telcos now want delivery times to be respectedthe. And let the TV set free by the beginning of 2022. It is not a distant date as it seems. If those frequencies were turned off today, 17.8 million Italian families, or 82%, would no longer see the programs of terrestrial channels. In fact, there are only 3.8 million Italian families that currently have TV apparatuses able to receive the Dvbt2 signal, that is the second-generation terrestrial digital that all the broadcasters will have to adopt within two years to be able to transfer all the TV program schedules Italian terrestrial in half of the frequencies used today, in order to release the quota to be passed to cellular telephone networks. What will happen at the beginning of 2020?
The figure, the result of a recent survey conducted by the Bordoni Foundation, a research institute specializing in telecommunications and headed by Mise, is worrying because it indicates a significant delay in the replacement of TV sets supplied to families. All the more worrying because those numbers refer only to the main television of each family and does not take into account all the other appliances, usually even older, and those of second homes. And yet it is from 1 January 2017 that the electronic distribution networks are obliged to sell TV already Dbt2 Ready. In fact at these rates, Bordoni estimates, it would take 9 years for a "natural" replacement of the equipment park. Too many. Especially since in January the big operation of gradual transition to new technologies starts. The Tyrrhenian regions (Liguria, Tuscany, Lazio, Campania and Sardinia) will be affected by a rearrangement of frequencies: users will not notice anything but will only have to re-tune. The Rai, Mediaset, La7, Discovery and Viacom channels will remain on the current remote control keys. But we will no longer see the "old" standard definition channels, but those in HD. The problem will be only for 5.5 million families that have TVs able to receive only transmissions in the MPEG2 coding. For them it will be, in this phase of transition, to see the channels not in HD but on other keys of the remote control. All this until the end of 2021 beginning 2022, when the old signal will be turned off completely to make room for the new standard.

TV, the new digital starts in January

The problem is precisely how to arrive at that date with all the potential audience ready for new transmissions. The tool is there: the Gentiloni government, before falling, had fixed the establishment of a fund on auction proceeds to finance the digital transition by distributing incentives tofamilies that will buy smart tv or decoder Dvbt2 pto make older TVs compatible. The total amount is known, 150 million in three years. But the regulations to make it operational are still missing and the fall of the Conte government has blocked the game for the moment. It must be said that the numbers of the digital television divide could be to some extent lower. The study by Bordoni, carried out on a sample basis, does not take into account satellite users. These are the 5 million Sky subscribers and the 3.5 million users who access the free TvSat service, the Rai, Mediaset, Telecom consortium established in 2008 precisely to support the transition to digital terrestrial. Users of both Sky and Sat TV receive the signal through the latest generation decoders, already prepared for Dvbt2 and in practice will not even notice the passage. Among other things, this raises the question whether families that purchase a Dvbt2 Ready satellite decoder will also have the right to access the incentive. Finally, however, a basic theme remains: on terrestrial frequencies the new 4k video technology will probably never arrive. Much less the 8k, in which the last James Bond was shot. While both are already available via satellite. And the first contents in 16k are already tested.
