The cash limit? Applies only to Italians. In fact, according to current regulations, the threshold set at € 3,000 for the use of money only concerns Italian citizens. Those who do not reside in our territory can use up to 15 thousand euros in cash. As Italia Oggi emphasizes, this difference in treatment emerged with all its strength during the 16th meeting of the Accountants Association. All this is obviously also linked to the new provisions on the use of cash, which in fact come into full swing with the new Budget law which provides for a lowering of the threshold to 2000 euros from 1 July 2020 and then to 1000 euros from 1 January 2022. However, the use of cash must come to terms with a paradox. What foresees two different thresholds for Italians and foreigners. Please note immediately that a much higher ceiling for non-residents in Italy is provided for in order not to damage the commercial interests of the exhibitors on the tourism front.

The foreigners they can use the cash up to 15 thousand euros as long as they provide a photocopy of the passport in the deed of purchase. Furthermore, the operator is required to pay the money received on a current account by handing over the receipt to the financial operator by the first working day from the purchase date. But the procedure does not end here. The merchant or purchaser must deliver a communication via e-mail to the Inland Revenue indicating the current account used to pay the money. And on this front there is also another aspect to consider. If on the one hand there is a continuous reduction of the ceiling for cash for Italians (we remind you that in a short time the threshold will increase from 3000 euros to 1000), on the other hand there is instead an increase in the threshold precisely for those who are not resident in the Italian territory. In fact, the threshold for the use of cash in the last Budget Law was extended from 10 thousand euros to 15 thousand euros. A good 5 thousand euros more than the previous threshold. However, the debate on the cash ceiling continues to upset the majority. As is known, it was the Renzi government that raised the threshold to € 3,000. A threshold which, however, now, over the course of two years, will fall to 1000. And it is precisely the Renzians who have strongly criticized the choice of the executive to go and reduce the use of cash once again. The risk is that this type of change can reduce spending power and affect consumption. All to continue on the path of electronic anti-evasion payments. But in the past the lowering of the roof has almost never produced positive and noteworthy results on the fight against black.
