The premier is asking for a truce. The Pd: change security

Self Giuseppe Conte tries to make the head and defends the work of the government, the leaders of the majority parties are agitated, but when it comes to defending the budget maneuver they disappear, if they do not propose modifications with tones of ultimatum. The attitude of the Prime Minister is like little and yesterday morning he found a way to get a strong and clear message. For Conte not defending the measures and promising to upset the structure of the maneuver in Parliament, after three majority vertexes and filings, self-harm is touched. But since the prime minister is the only one who does not have a party to push up in the polls, he cannot but take note of this, always waiting for the majority parties to come to terms sooner or later with the risk that they may be forced to give up the weapons a Salvini even before 2023.

THE BILL
The drafting of the Budget law was not a health walk for any government, but the fact that its approval falls in the middle of two electoral consultations (Umbria and Emilia Romagna) should push the parties to a greater sense of responsibility. And instead from Palazzo Chigi we see an earthquake-stricken scenario with the M5S on the right wavering in the third-street trap of Luigi Di Maio, while on the left the customary settlement of accounts between splinters and reformists started in Livorno in 1921. How it happened even more recently in Berlusconi's twenties, in the end the bill arrives, also because, as Salvini reminds everyone, "they can escape for a while but eventually the elections arrive sooner or later". The problem of when does not torment the tenant of Palazzo Chigi, decided to leave the parties even forms of self-harm and then take stock after the regional elections in Emilia Romagna, knowing that – as he said a few days ago the Quirinale – hardly there may be a new executive after the current one.

Conte intends to leave so much space to M5S, Pd, Iv and Leu to have decided that this time there will be no photo on the Narni model and that the electoral campaign in Emilia Romagna will not be something that will involve Palazzo Chigi. To recover autonomy from the parties, to return to the role of guarantor of the governability of the country, serves to Conte also to slip off the internal dispute of the M5S and the left. In the Movement the clash has now become generational. That is between the elected officials of 2013 and the wave – professionally more structured – of 2018. Although Conte was never organic, in the M5S many consider it a serious alternative to Di Maio. The percentages of the Movement are in free fall and it will not be enough to recover some identity theme (conflict of interests, public water) to reverse the trend. Switching from Tambroni to Moro in just a few weeks – and with the same leader who thinks of interpreting different seasons – was not easy and in fact the DC never did that at every change of center of gravity changed leader.

Di Maio's last chance: let's arm this executive

Similar scenario on the left even if the subjects are plural. The Pd of Nicola Zingaretti he is also nervous because he is the party that has invested the most in the current executive. "Toc toc … is there any other leader who supports and who wanted this government, who defends him from the lies and attacks of the right?", The PD secretary asked himself in a post on social media yesterday. But the Renzians are also knocking, promising "radical" changes in Parliament to the maneuver, and in the Senate they are already at work looking for shores with the opposition.

THE APPEAL
And so, despite the laborious work of the past few weeks on the budget maneuver, it risks evaporating when the text arrives in the parliamentary halls where the numbers – especially in commissions – are already complicated. "Everyone criticizes, but no one says where to take the resources", stresses Minister Francesco Boccia, fueling the clash with Italia Viva.

Even if Di Maio seems to have changed his mind, for Conte the enemy is on the right and has a single name: Matteo Salvini. Yet another appeal to compactness risks remaining a dead letter, given that the parties continue to speak exclusively to their own electorate. The Democratic Party has also done yesterday by re-launching the modification of Salvini's security decrees, which is well linked to the issue of immigration that Di Maio does not intend to tackle in a radically different manner than the Count1.

On Tuesday, Conte will also report to the Chamber on the Fiber case. A case in which the prime minister has already said that there is no conflict of interest. The occasion will be interesting to see to what extent the majority intends to defend its prime minister by engaging in a battle for him against the Lega and FdI.
