ROME – "Restore entry flows for migrants arriving in Italy to do the work of caregivers and caregivers". As requested by Andrea Zini, vice president of Assindatcolf, the national association of employers. And it does numbers in hand, explaining that since there was no longer a planning of flows in 2012, the number of domestic workers has not only fallen, but has been forced to take refuge in black or gray, despite the Italy grows old, as Istat tells us now. Not only. The two million and 455 thousand immigrants who were regularly employed in Italy in 2018, are worth 139 billion euros (9% of GDP, more than Ilva), pay taxes and contributions generating revenues that amount to 25 billion euros, a higher figure to what the state spends on taking care of it. They are an indispensable workforce, especially in the field of home care and assistance, where their incidence exceeds 70% of the total, but which is in fact penalized by a now long-term lack of quotas dedicated to actual entries of stable foreign workers at within the so-called 'flow decrees'. It is the photograph taken by Assindatcolf, National Association of Domestic Employers and by Idos, Study and Research Center, author of the 2019 Statistical Immigration Dossier.
And that the presence of domestic workers and carers represents the most important sector is confirmed by INPS. Of the 859,233 domestic workers and carers regularly registered in the INPS archives at the end of 2018, 613,269 were immigrants. "A number however – declares Andrea Zini – in constant decline from 2012 to today, when the foreign workers regularly employed in the sector were 823 thousand. In 7 years, therefore, they lost 210 thousand jobs due to a policy that has not been known reforming family welfare and enhancing this workforce, while contributing to the spread of 'black' or 'gray' work that has very high percentages in the sector: it is estimated, in fact, that 6 out of 10 households are irregular, or 1.2 million workers "."From 2011 onwards – explains Luca Di Sciullo, president of Centro Studi e Idos Research – Italy has substantially blocked the legal entry channels for foreigners who intend to come permanently for work reasons. So much so that, for many economic migrants today ', the only possibility to enter Italy is to join the flows of' forced 'migrants who come as asylum seekers, even though they do not have the requisites for recognition, a situation that penalizes the labor market on the one hand, leaving uncovered areas with a high demand for foreign labor and increasing undeclared work, and which, on the other hand, complicates the already critical management of immigration, wasting a potential benefit for society and the state ".
Hence the joint appeal to the policy: "It is necessary to return to a programming of entry flows, providing for quotas dedicated to royalty new entries for non-seasonal workers, and also modifying the needs survey system, so that it takes into account, in addition to the needs of businesses, even those of families, thus overcoming one of the many contradictions of short-sighted management "conclude Zini and Di Sciullo. And just look around to see who actually cares for the elderly and children in Italy.
