Italy does not want to change on the'daylight savings time. And it sent the position paper to the European Union, as it is called the document, in which it states that it wants to keep six months a year, the legal time and the other six months solar time. The EU, however, asks us differently and has called on all Member States to decide which side to take. Next year we should move the hands of the clock for the last time, which then move on the smartphones themselves. While from 2021 every country will have to decide whether to adopt for the whole year the summer time or, always for the whole year, the solar one. Precisely in order to avoid that all the small changes of spindle can cause – as they say in many – damages to the psychophysical balance. At least for the moment, however, Italy has refused to choose. Indeed, he filed a formal request in Brussels to maintain the system we have now.

THE POSITION
The document was filed in Brussels last June, when there was still the Count one government. But it has not been updated by the Count two government. The position therefore remains the same. And this is because the doubts about the model of the single timetable remain widely shared. Which ones are they? The first, the document reads, is "the lack of an impact assessment from which the framework of advantages and disadvantages can be inferred exhaustively". There is no scientific evidence, that is, that those two small time zone changes can really damage the psycho-physical balance.
The second concern is the most important, because we talk about money: thanks to summer time, which for six months a year allows us to turn on the lights an hour later, Italy and the Italians save. To the document deposited in Brussels the government has attached another, prepared by Terna, the operator of the pylons of high voltage, which quantifies this saving in 100 million euros a year. There is then a third doubt on the request of Brussels: the possibility that the "individual choices of the Member States can create a mosaic of time zones, with the risk of not guaranteeing the proper functioning of the internal market". We would like to order, but there is a risk of increasing chaos. This is why the European Union's invitation may not respect the "principles of proportionality and subsidiarity".
In the coming months the issue will be discussed by Parliament and the European Commission. But for the moment in Brussels, given the troubled formation of Ursula von der Leyen's team, there are other priorities.
