Marco Bonometti, Enrico Carraro, Pietro Ferrari and Fabio Ravanelli are the presidents of the Confindustries of Lombardy, Veneto, Emilia-Romagna and Piedmont. Istat data at hand represent 36 thousand registered companies, 300 billion in exports and a significant part of the 835 billion of GDP of the four regions. They are in fact the protagonists of that Northern Party that embodies – as Angelo Panebianco wrote yesterday – Italy that does not lose hope and that even electorally stronger than its enemies imagine. Bonometti & C. keep well away from the all-against-all of the Italian political struggle and strive to speak only and exclusively of content. They do not seem to be orphans of the old government nor do they talk about ballot boxes to overturn the political framework, they are strongly disappointed by the Conte bis and by the economic policy maneuver.

The letter to the deputies

Carraro has recently written a letter to the Venetian deputies and senators asking for parliamentary changes to three measures: a] plastic tax, b] sugar tax, c] company cars. He appreciates the government's choice to reduce the tax wedge but I have not yet understood how and how much, in the end it seems to me a purely symbolic provision. So what should have been an engagement ring between the Giallorossi and the GDP party ends up counting almost zero. To the point that Ravanelli in the maneuver claims to see so many shadows and only one light, having averted the increase in VAT. The Piedmontese explains: This government like the previous one composed of antithetical forces between them, consequently cannot cultivate far-sighted projects but moves only to avoid that the contradictions between Pd and 5 Stars explode. So pull to live.

Culture of growth

Pi tranchant Bonometti: If they wanted to destroy the industrial system they are succeeding. 20 billion were wasted with a share of 100, income from citizenship and first with 80 euros without creating employment and without meeting young people. We saw the 5 Stars both with the League and with the Democratic Party, the same result. So a growth culture problem that they don't have. Ferrari adds: "a government of improvisation. The measures they propose are not thought of from a technical and legislative point of view.

The example that the Emilian president brings is that of plastic. We are the first to want to change, but making progress in the field of material recycling involves studies, changes in processes and technologies. Our companies are doing it, their efforts should be encouraged and not demonized. Increasing by just 10% the biodegradable component of milk packaging takes time and head. Ravanelli insists: Our companies already pay the contributions for the recycling consortium and with zero notice they saw a doubling of costs. But companies are penalized and alternative forms are not encouraged. And we forget that in recycling, Italy is a European best practice. I really hope Parliament understands this and changes the plastic tax.

Disputed taxes

Increases the dose Bonometti: true that they have avoided the increase of VAT but have created new taxes dispersed in many streams. I think of company cars. Taxing them will cause a decrease of 70-80% putting at risk about 250 thousand registrations. Employees will return to using their car and ask for a mileage reimbursement, an anachronistic solution. Instead the wise choice would be to restore the super-depreciation for instrumental cars, which in the past for each euro subscriber had generated 3 euros of income for the State and local authorities. While Bavaria has allocated 50 billion to deal with the car crisis, Minister Patuanelli has announced tables and sub-tables but in the maneuver there is nothing concrete. If you want to reduce CO2 emissions, you need to encourage the purchase of new cars, because 15 million euro3 and euro4 cars still run on the roads today.

Works for 70 billion

Also on the infrastructures the northern industrialists are bruised. Ravanelli claims: Turin-Lyon was released by a parliamentary vote but high speed towards the east cannot end in Brescia. The great European corridors are the guiding star and we must connect with them, but this does not seem to be the culture of this government. I hope that Europe will decide on a major plan for Delors and will call Italy to do its part. Meanwhile, there are 70 billion works already paid and ready to be built that should be started. We could start from here.

Closes the book of grievances the sugar tax, the northern companies also in this case do not make discounts and reject the government. Argue for everyone Carraro: true that there is a popular health sensibility but the government has played it against companies. It would have taken a medium-term plan, they preferred to perform as scapegoats and tax us with emblems. But will so much distance with the government bring the Emilia companies to support the turnaround in the Region? More than distant we are equidistant – Ferrari answers – We respect the democratic dialectic, we just hope that whoever wins will not throw away what is good already. I think of the law to attract investment. Lamborghini, Philips Morris and Toyota have arrived, three heavyweights. The opposite of Ilva where we have helped a heavy weight to escape.
