Trade Secretary Wilbur Ross yesterday said he was optimistic about a potential agreement between the US and China to also unlock the Huawei issue. The fate of blacklisted Beijing technology companies is linked to Chinese purchases of US agricultural products.
The note of color (gray) is that the place of the meeting has not yet been decided: will take place in Iowa, Alaska, Hawaii or in some Chinese places, since the Chilean appointment has been missed due to the risk of disorders.
On the table there is the now known "list of entities" which actually includes dozens of Chinese companies. These cannot buy US technologies and licenses: in a bland manner until November 17 and mandatory after that date. Already today the side effects have been conspicuous in terms of software – think of the new Huawei smartphones without Google applications – but at least after-sales support has been assured. Tomorrow, without unblocking the situation, many scenarios could be compromised.
As if that were not enough, if on the one hand Wilbur Ross declared that the licenses will arrive "very soon" on the other, he admitted a certain surprise that the Government has received 260 license requests. "There are many questions – it is frankly more than we would have thought," Ross said in an interview with Bloomberg. "We must also remember that with the lists of entities there is one presumption of refusal. Then the sure thing for these companies would be to expect a refusal, although obviously we will approve some of them ”.
In summary, the fate of Huawei and Chinese technology companies in blacklist is linked to Chinese purchases of US agricultural products, the commitment to keep the Chinese currency stable and the opening of Beijing towards US financial companies. The security issue is a mirror for the larks, which can be approached and resolved with common sense prescriptions like in Europe.
