MILAN – Change of TV in sight for many Italians, with a possible support bonus in the order of 50 euros, so as not to lose the digital terrestrial signal that is about to renew itself.

Digital TVs are still changing

Italian television sets are going through a long transition phase which, starting in 2020 and officially closing on 1 July 2022, will change the technical modality with which the signal of films, programs and so on is sent and received. A little 'as happened in the transition from analog to digital, we must put our hand to the device (replacing it or acquiring a decoder) to not lose the signal. Following the migration of some frequencies to make room for the 5G signal, consumers will have an extra amount of attention to pay: the device must be 'compatible with DVB T2 technology (from the current DVB T1).

TV, the new digital starts in January

It is not at all a trivial step, even if we talk about a few years (initially we even thought of making the change by next June). It is estimated that if the frequencies passed to the Telcos in the famous 6.5 billion auction were to be turned off today, almost 18 million Italian families – more than eight out of ten – would no longer see the programs of terrestrial channels. Very few are therefore the "main televisions" of families already ready to change: it is from 1 January 2017 that the electronic distribution networks are obliged to sell TV already Dbt2 Ready, for those who have antecedent equipment in the home is likely to need an extra expense.

The bonus at the start

To meet this need, the Gentiloni government had already set up a three-year fund with 151 million resources to provide a bonus for the purchase of new TVs. After a public consultation, at the end of last week at the Ministry for Economic Development the TV Table 4.0 met and took stock of the transition of the radio and television system. Undersecretary Mirella Liuzzi invited operators to first of all prepare a communication plan that makes the passage as transparent as possible for consumers.

But, once informed, the latter will certainly think about the wallet. Here then comes the (partial) rescue the bonus, which – has been made official at the Mise table – will start "from next December, following the publication of the MiSE – MEF decree, foreseen in the Official Gazette in the coming days". Liuzzi explained after the table that "it is our goal to increase the current 151 million euros by requesting a new financing of the measure to enlarge the number of citizens admitted to take advantage of the contribution".

The constraints and resources

For the time being, the material submitted for consultation provides that the "beneficiaries of the contribution must be residents in the Italian territory belonging to the I and II bracket of the Indicator of the equivalent economic situation (ISEE). Such categories of users, in fact, in the absence of public contribution, would not be able to receive television signals transmitted with new technologies ". It means facilitating those who reach an ISEE threshold of 10,632.94 and 21,265.87 euros respectively, with progressive increases depending on the number of members of the household.Always in the documents in consultation there was talk of a contribution of fifty euros per family, usable only once per household until the end of 2022. Technically, it will be a discount practiced directly by the seller at the time of purchase: it will thus give rise to a tax credit in favor of the retailer himself.
