Bolivia, Senator Jeanine Anez appointed interim president without a quorum in Parliament. Morales: "sneaky coup"

The second vice president of the Senate, a member of the opposition party Unidad Democratica (Ud) Jeanine Anez, was appointed interim president of the Bolivia, after the escape into Mexico of the outgoing Evo Morales, after the accusations of fraud during the last presidential elections. Her party comrades in Parliament and other opposition groups chose her. In his first speech after the nomination, Anez said: "I undertake to take all the necessary initiatives to pacify the country". The Bolivian people, he continued, "are witnesses of our efforts, necessary to channel the presence of the parliamentarians of the three political forces represented. However, the parliamentarians of the Mas they made it known that they would not come ”. He then underlined: "We all know that the president and the vice president presented their resignation leaving the country, receiving asylum in Mexico, which constitutes a abandonment of their functions". But the Bolivian Constitution, local jurists argue, provides that in order for the renunciation of the highest offices of state to become effective the letters of resignation they must be approved by the two branches of Parliament.

While the Brazilian government and the Venezuelan opposition president Maduro, Juan Guaidò, they hasten to recognize as legitimate the appointment of Anez, Evo Morales called it "a self-proclamation" which constitutes "The most subtle and nefarious coup in history". From exile in Mexico, Morales said it was "a right-wing coup senator" who "proclaimed himself President of the Senate and interim president of the Republic without legislative quorum, surrounded by a group of accomplices and protected by armed forces and police who repress the people ”. The head of the resigning State then pointed out that "this self-proclamation infringes the articles 161, 169 and 410 of the Constitution which determine the approval or rejection of the presidential renouncement, the constitutional succession on the Senate and Chamber of Deputies presidencies, and the supremacy of the political constitution of the state ”.

The presidential nomination of Anez risks further increasing tension in the country between opposition groups and Morales supporters, so much so that the US State Department brought thealert relating to travel in the country a level 4, ie prohibition to travel to Bolivia, also ordering the families of government employees to return to States.
