An endless discussion at the summit has not changed anything in the immediate future for North Macedonia and Albania: the two Western Balkan countries are being denied, due to lack of unanimity, the opening of the long negotiations for accession to the EU. For Macron, it is necessary to reform the functioning of the EU before opening up to new members. For the European institutions, this is a "historical mistake".
