
The premier denies the extension of the prohibitions andcontainment measures until summer, but announces more severe fines for those who break the ban on not leaving home: these are the main topics at the press conference of this late afternoon following the Council of Ministers.
Penalties for those who leave without proof health, work or necessity reasons spurt from 400 to 3,000 euros.

Conte, new decree: no to extension until 31 July. All the news
In today’s Council of Ministers, many new things have arrived. The most relevant – the possibility of extend containment measures and prevention decided until now to July 31, 2020 – was denied.
Conte explained:
“There has been a debate on the emergency that would have been extended until 31 July 2020. We resolved the national emergency for a period of six months or at least until 31 July 2020 at the end of January. This does not mean that restrictive measures which are currently in force will be extended until July 31, 2020.
We are ready to loosen the grip of these measures and we are confident that well before that deadline we can really go back to our life habits “.
With the new law decree the relations between the Prime Ministerial Decree issued by the Government and Parliament: it is expected that every decree adopted by the government will then be sent to the presidents of the chambers and that the prime minister, or a delegate, will report every 15 days on the measures adopted in parliament. In this way, we want to allow the latter to continuously follow the measures adopted and the reaction tools put in place by the government.
The new law decree orders the discipline of the measures already adopted and also regulates the relationships between the interventions of the Government and Regions. “Let the presidents of the regions be able to take more restrictive and severe measures“, Conte reported, but”the function of coordination and homogeneity of government interventions remains“.
Finally, at the sanctioning level, the Government has decided to introduce the payment from 400 to 3,000 euros.
The premier then added:
“I am proud that all Italians are having to respect the indications we have provided”.
Close to offenders: fine of up to 3,000 euros for those who leave without reason
Confirmed the tightening of sanctions for those who violate the prohibitions and leave their home in the absence of health, work, necessity and absolute urgency. The fine goes from 400 to 3,000 euros.
Recall that those who move without reason, both within the Municipality and beyond the borders, violate Article 650 of the Criminal Code (Non-compliance with the Authority’s provisions) and is exposed to the risk of a criminal conviction with consequent annotation in the criminal record.

Coronavirus, more autonomy for Mayors and Regions
The new decree also addresses one of the most discussed topics of the moment: the contrast between ministerial decrees and regional ordinances. This expressly provides that the Presidents of the Region will be able to derogate, suspend, implement or extend the coronavirus prevention and safety measures according to the needs of the territory. Same thing for the Mayors: the municipal ordinances must however be confirmed as soon as possible by the Governors, under penalty of forfeiture of the measures.
