Coronavirus: affected areas, schools, sport. Here are the measures contained in the decree passed by the government to deal with the emergency

“In order to avoid the spread of epidemics, in municipalities or areas where it is positive at least one person for which the transmission source is not known or in any case in which there is a case not attributable to a person from an area already affected by the virus infection, the competent authorities are required to adopt each containment measure adequate and proportional to the evolution of the epidemiological situation “. This is what we read in the decree passed by cabinet and containing the measures that can be adopted to deal with the Coronavirus emergency. Here is the provision of the provision:

PROHIBITION TO REMOVE OR ACCESS FROM THE AFFECTED MUNICIPALITIES
a) prohibition of all individuals still present in the municipality or area from leaving the municipality or area concerned.
b) prohibition of access to the Municipality or the area concerned.

STOP SPORTS, CULTURAL AND RELIGIOUS EVENTS
c) suspension of events or initiatives of any nature, of events and of any form of meeting in a public or private place, including cultural, recreational, sporting and religious, even if carried out in closed places open to the public “.

STOP AT SCHOOLS, MUSEUMS
d) Suspension of early childhood education services and schools of all levels, as well as the frequency of school and higher education activities, except for distance learning activities.
e) Suspension of the opening services to the public of museums and other cultural institutes and places referred to in Article 101 of the Code of Cultural Heritage and Landscape, referred to in Legislative Decree 22 January 2004, no. 42, as well as the effectiveness of the regulatory provisions on free and free access to these institutions and places.

SUSPENSION OF SCHOOL TRIPS AND PUBLIC OFFICE ACTIVITIES
f) Suspension of any educational trip, both on national and foreign territory. g) Suspension of insolvency procedures and public office activities, without prejudice to the provision of essential and public utility services.

QUARANTINE WITH ACTIVE SURVEILLANCE
h) Application of the quarantine measure with active surveillance among individuals who have had close contacts with confirmed cases of diffuse infectious disease.
i) provision of the obligation on the part of individuals who entered Italy from an epidemiological risk area, as identified by the WHO, to communicate this circumstance to the Prevention Department of the health authority responsible for the territory, which provides to communicate it to the competent health authority for the adoption of the fiduciary home stay measure with active surveillance.

POSSIBLE CLOSING OF COMMERCIAL ACTIVITIES
j) closure of all commercial activities, with the exception of those of public utility and essential public services referred to in articles 1 and 2 of law 12 June 1990, 146, including commercial establishments for the purchase of basic necessities .
k) Provision that access to essential public services and businesses for the purchase of basic necessities is conditional on the use of personal protective equipment ”

LIMITATIONS ON AIR, MARITIME AND RAILWAY TRANSPORT SERVICES
l) limitation on the access or suspension of services for the transport of goods and land, air, sea, rail on the national network or local public transport, except for specific exceptions provided for in the provision referred to in Article 3.

SUSPENSION OF WORK ACTIVITIES
m) suspension of working activities for companies, with the exception of those that provide essential and public utility services, including animal husbandry, and those that can be carried out in the home or in remote mode.
n) suspension of the performance of work activities for workers residing in the municipality or area concerned, even where they take place outside the municipality or area indicated, except for specific exceptions provided for in the provision referred to in Article 3.

POSSIBLE ADOPTION OF ADDITIONAL CONTAINMENT MEASURES
The competent authorities have the right to adopt further containment measures, in order to prevent the spread of the epidemic even outside the cases referred to in Article 1, paragraph 1. The measures are adopted by decree of the President of the Council of Ministers on proposal of the Minister of Health, after consulting the Minister of the Interior, the Minister of Defense, the Minister of Economy and Finance and the other ministers responsible for the matter, as well as the President of the competent Region, if they concern only one region, or the President of the Conference of the Presidents of the Regions, if they concern several regions.
