The proposal aims to regulate the principles regarding the conditions sought for those who will be employed as bazaar and neighborhood watchmen, the appointment and candidacy processes of the bazaar and neighborhood guards, their duties and powers and the way they work.

As an armed law enforcement agency, bazaar and neighborhood guards will be employed within the police and gendarmerie agencies to assist the general law enforcement officers.

Supervisors of the bazaar and neighborhood guards employed in the police and gendarmerie organizations will be identified within the occupational hierarchy.

Those who will be employed as a bazaar and neighborhood guard will have to have special conditions such as education, age, health and physical competence set by the regulations issued by the Ministry of Interior and the general conditions listed in the Civil Servants Law.

In order to be employed as a bazaar and neighborhood guard, it will be required to be successful in the entrance exam to be held in accordance with the procedures and principles set by the Ministry of Interior.

Those who are successful in the exams and who have not been found to have a disease or disability that will prevent their duties, will be appointed to the police or gendarmerie organizations as candidate civil servants with the approval of the Minister of the Interior.

The candidacy period of bazaar and neighborhood guards cannot be less than 1 year and more than 2 years. Those who are successful in the basic and preparatory trainings given during the candidacy period will be appointed in person. Those who fail in each of the basic and preparatory education circuits during the nomination period and those who have been incompatible with the civil service in their status and movements during the nomination period, those who have been dismissed from duty, who have been sentenced to cease or discontinue their progress from the month, will be dismissed from the Ministry of the Interior.

According to the proposal, bazaar and neighborhood keepers, while the crime is committed or after being committed, while their traces are still in the square; will be responsible and authorized to catch suspects, to take measures to prevent suspects from harming themselves or others, to take necessary precautionary measures so that crime evidence is not lost or spoiled, to determine the identity and address information of witnesses, if any, to the general law enforcement units.

The guards will catch the people who have been detained or arrested if they see them and hand them over to the general law enforcement agencies they are affiliated with.

The bazaar and neighborhood keepers will have the power and authority to use weapons.

The bazaar and neighborhood guards will not be able to work in any way other than law enforcement services and duties.

Weekly working time of bazaar and neighborhood guards will be 40 hours. In cases where safety and security are required, this period can be increased provided that a rest is given once a week. Daily working hours will be arranged mainly to cover the time period from sunset to sunrise time.

The bazaar and neighborhood guards will not be able to work outside the specified working time and hours, except in cases of necessity affecting the task with security or public order.

The procedures and principles regarding the imperative situations affecting the security or public order and the task will be determined by the regulation issued by the Ministry of Interior.

The provisions applicable to members of the security or gendarmerie services class will be applied according to the general law enforcement force employed by the bazaar and neighborhood guards in discipline, rewarding and performance evaluation procedures.

The bazaar and neighborhood guards employed in the gendarmerie will be included in the Gendarmerie Services Class.

Retirement age limit of market and neighborhood guards will be 60.
