Government changes cost 1.1 billion
After last week's clash between PDs and Renzians on plastic tax and sugar tax, the long-awaited figures arrived last night. Government changes to the budget bill "cost" 1.1 billion euros. The Robin tax limited to transport concessionaires will make 455 million less cash, in addition to the 331 million less revenue due to the reformulation of sugar and plastic tax. The sub-amendment to the budget bill, presented by the government in the Senate Budget Committee, will be financed, for about a third of the resources, through the increase in taxation on the games, to which are added another 500 million coming from the Fund for deferred needs (295 mln) and from the Fund for structural economic policy interventions (213 mln).
Plastic tax, excluding Tetrapak
Plastic tax at 50 cents per kilo and disposable products in tetrapak exempted from the tax. According to the estimates contained in the attached tables, the postponement to July 1 of the next year of the plastic tax entails a reduction of 156.3 million of expected collection.
Sugar tax
With the slippage of the sugar tax on October 1, 2020, a lower revenue is estimated at 175 million in 2020. The tax on sugary drinks is 10 euros per hectolitre.
Robin Tax
The Robin tax rises with a reduced audience for three years to motorway, port, airport and railway dealers. The lower estimated revenue, compared to the original version of the measure which provided for the application of the increase to all the dealers, is approximately 455 million euros.
Road haulage excise tax
The excise duties on fuels are still rising: the increase is equal to 303 million in 2021, 651 million in 2022 and 132 million in 2023. Thus the scope of the safeguard clause inserted in the maneuver grows. If it is not defused, it will lead to increases in excise duties on gasoline from 1.221 billion in 2021, 1.683 billion in 2022 and 1.954 billion in 2023.
More funds at 5 per thousand
Funds increased by 5 per thousand: 20 million in 2021 and 25 million euro a year starting from 2022. Resources for the liquidation of the five per thousand quota are redetermined in 510 million euros by 2020, 520 million euros for the year 2021 and 525 million euro starting from the year 2022.
Facade bonus
Extended the facades bonus to the companies and integrated with the energy saving interventions, but limits the territorial scope of application. Excluded, in fact, the buildings in the agricultural areas and industrial settlements but those who have a business income will be able to take advantage of it (with a 50% deduction instead of 90%).
Fortune tax
The so-called 'tax on fortune' rises again and brings another 308 million: to cover the revision of sugar and plastic tax, the government rewrites the measures envisaged for the maneuver and in the tax bill and brings from March 1 to 20% the levy on winnings over the 500, including instant lotteries like Scratch Cards. In the case of winnings at the new slots, the VLTs, the withdrawal rises to 20% above 200 euros, and the novelty starts from January 15th. The Preu and the payout (65%) were also revised, that is the percentage of amounts played for winnings.
Deduction of health costs
All health costs will be fully deductible, and the discount will not be reduced based on income. This is provided for by the sub-amendment that incorporates the majority agreement on the maneuver filed in the Senate Budget Committee. The maneuver introduces two brackets beyond which the deductions are reduced first (between 120 thousand and 240 thousand euros) and then eliminated (over 240 thousand euros). In the basic text, only interest on mortgages and health costs linked to serious diseases were excluded.
Early retirement journalists
Incentives for 7 million euro in 2020 to support early access to the pension for professional journalists registered employees of newspaper publishers, news agencies and national magazines. This is foreseen by one of the rapporteurs' amendments to the maneuver, included in the second package deposited in the Senate Budget Committee. The budget then drops to 3 million from 2021 to 2027. To the extent incentives are also provided for polygraphs with contributory seniority of at least 35 years.
Family accident victims labor fund
The fund to support the families of victims of serious accidents at work increases by 1 million euros for 2020, 2 million in 2021 and 3 million in 2022. This is what one of the rapporteurs' amendments to the maneuver envisages, included in the second package deposited in the Senate Budget Committee.
Sviluppo Fincantieri in Sestri Ponente
"As promised, the Government's amendment authorizing the total expenditure of 480 million between 2020 and 2024 for the overturning of Fincantieri at sea was approved today," said Undersecretary for Infrastructure and Transport Roberto Traversi. The so-called overturning at sea of the Fincantieri plant in Sestri Ponente (Genoa) is nothing more than the development of the yard that makes it possible to no longer have the railway that cuts the construction site in half and guarantees more space at sea to have a larger basin for to be able to build the latest-generation cruise ships that are larger.
Scooters and bikes

Completion of the geological map Italy
Contribution of 15 million euros over three years from 2020 to 2022, for the completion of the official geological map of Italy at a scale of 1: 50,000. This was established by the Senate Budget Committee which unanimously approved an amendment to the maneuver. The change was dedicated to the memory of the 5-star senator of the Movement, Franco Ortolani, who died recently.
Funds for university study grants
Funds for university scholarships double. The Senate Budget Committee has approved some reformulated amendments, signed by the whole majority, which brings from 16 to 31 million additional funding in 2020 to promote the right to university study.
Extension of Calabria Lsu contracts
Fixed-term contracts for socially useful workers in Calabria have been extended to 31 December 2020. An amendment to the maneuver approved by the Senate Budget Committee provides for this. 30 million euros are allocated for the standard.
Courses against bullying for prof
To enhance the qualification of teachers in the fight against the phenomena of bullying, cyberbullying and gender discrimination, one million euros are allocated for each of the years from 2020 to 2022.
