ROME Milan takes. And it takes a lot from the rest of Italy. But it returns almost nothing. A city increasingly disconnected from the rest of the country. A heavy accusation. All the more because Giuseppe Provenzano comes from the mouth of a minister, the one for the South. "We all praise Milan," he says, speaking in the Lombard capital in a meeting organized by the Feltrinelli Foundation and the Huffingtonpost, "but it is not the first time in Italian history that it is a national reference. But unlike in the past ", adds the minister," today this city attracts but returns almost nothing of what it attracts. Around it ", are the words of the minister," a ditch has been dug: its centrality, importance, modernity and its ability to be a protagonist of international relations and interconnections does not return almost anything to Italy. It is the challenge that we will have to try to grasp ».

ArcelorMittal, Provenzano: "It is improper to talk about a shield, we work according to general rules"

THE REPLY
Mayor Beppe Sala, also present at the event, tries to reply. "Milan", he says, "returns if put in a position to do so". But then he admits that "today it is true that Milan is a bit absorbing all the growth that our country could deserve. But, if you ask me as mayor of Milan if it is right, "he continues," I say no. By putting myself in the shoes of foreign companies, here they feel reassured because they know that the system works ». In a post on Facebook Minister Provenzano in the evening, tried to correct the shot and clarify his thinking. "Today the young talents who are attracted to it," he wrote, "are unlikely to return the country's professional and civil experience to the city. How many young people from the South who go to Milan in search of better living conditions become the country's ruling class? I recalled, "the minister added," the case of Raffaele Mattioli, son of an Abruzzo merchant who goes to Milan and becomes not only a great banker but one of the most important men of Italian culture. A man of the economy and of the political vocation at the highest level, and also for this authoritative abroad, who embodied the overcoming of the juxtaposition between North and South where we have been screwing for almost thirty years ».

THE KNOTS
The point is also another. The output of Provenzano comes in a very delicate passage: the request for autonomy of the Northern Regions, starting precisely from Lombardy, of which Milan is the capital. A few days ago the Minister for Regional Affairs, Francesco Boccia, sent governors Attilio Fontana and Luca Zaia, the proposal for a framework law to give a framework to differentiated regionalism. Except that the text devised by Boccia, in fact, is a U-turn on the path that Fontana and Zaia had drawn with the old government, the Northern League traction. The timing of the territorial rebalancing, underlined also by Provenzano in his speech yesterday, are partly already present in Boccia's proposal.

THE LINE
Starting with the need to ensure that the services provided are the same throughout the country. That in short there are no A and B series citizens. A line that is perfectly found in the words pronounced yesterday by Provenzano, when he explained that "it is essential to have a national framework", and that "school health and assistance must apply to the same way ». However, Boccia's proposal puts his finger on another plague: the need for infrastructural "equalization". The imbalance between roads, highways, high-speed rail, between North and South is one of the central times to be faced to restore prospects for development in the South.
But this approach of the government does not appeal to the presidents of the Northern Regions who have submitted a request for autonomy. So much so that yesterday, urged on the subject, the same Fontana said he was convinced that if the proposals are these the truth is that autonomy "basically do not want to do it". In short, the real game remains that of a piece of the North that has convinced itself that it can do it alone. An illusion pursued trying to return as little as possible to the rest of Italy.
