Not the tax code therefore, as previously thought, but the lottery code, which every consumer will have to generate on the so-called "lottery portal" on the Revenue Agency's website.
Very little is missing from the entry into force of the receipts lottery, that is, at 1 January 2020, and finally the Financial Administration has released more precise information regarding the transmission of data.
The news regarding the receipt lottery is contained in provision of October 31, 2019 of the Revenue Agency.
How to transmit the lottery code? Merchants will have to make sure they have the configured telematic recorders by 31 December 2019 to allow the acquisition of the code, also by optical reading.
All telematic recorders must be configured. The only models that will not have to transmit data for the participation in the lottery are those used by the subjects required to send data to the Health Card system.
In fact, doctors and pharmacies will not transmit the data necessary for the implementation of the receipt lottery until 30 June 2020.
Lottery of receipts, news: lottery code to participate in the draws
To participate in the lottery of the receipts, which will take effect from 1 January 2020, it will be necessary to generate your own lottery code on the "lottery portal" that will be prepared by the Revenue Agency.
Probably, the code can be generated within your user area, by accessing via the SPID or Fisconline credentials, but on this point additional information is expected from the Revenue Agency.
The first major change contained in the October 31st provision of the Inland Revenue therefore concerns consumers.
At the time of data storage, the customer will have to tell the merchant to participate in the receipt lottery and must communicate his lottery code to him.
The second novelty contained in the provision concerns the operators: to be able to transmit data, merchants will have to make sure that their telematic recorder is configured to allow the acquisition of the lottery code also by optical reading by 31 December 2019.
The only subjects who will not have to transmit data for the lottery of the receipts until 30 June 2020 are doctors, pharmacies and all other subjects required to send data to the Health card system.
The Telematic Recorder (or RT Server) will generate both during the day and at the time of closing the case of the Commercial Documents. Those that will compete in lottery draws for receipts will be broadcast separately and at a random time.
The RT Server generates the record layout composed of all the commercial documents with the customers' lottery code, and then transmits it to the Revenue Agency.

In the case of participation in the receipt lottery, the information that will be transmitted to the Revenue Agency is as follows:
- name of the transferor / lender;
- complete identifier / progressive of the transmitted document;
- cash point identification (in case of RT server);
- date and time of the document;
- amount of the consideration, amount of the consideration paid in cash, amount of the consideration paid by electronic means and amount of the unpaid amount;
- customer lottery code.
The Revenue Agency must also be informed of commercial documents aimed at the lottery in case of return or cancellation.
The novelty contained in the provision of October 31st, namely that a lottery code will be used to participate in the receipt lottery and not the tax code, it is one of the changes due to the need to protect personal data.
In this way, in fact, only the data necessary for the lottery system, as agreed with the Privacy Guarantor.
Finally, we remind you that there are penalties of 100 to 500 euros for traders who do not allow their customers to participate in the receipt lottery.
During the first six months One obligation is to acquire the lottery code and data transmission moratorium on sanctions for merchants who will use cash registers that are not suitable for electronic transmission but that will store the fees.
The operations of storing and electronically transmitting the fees must be carried out by means of an electronic recorder or through the web procedure called the "online commercial document" present in the "Invoices and fees" portal of the Revenue Agency.
