The first step is the judicial truce. Because the former Ilva commissioners have already received the mandate to ask the civil court in Milan to postpone the hearing initially set for Wednesday, November 27th. The aim is a one-month postponement, until the end of the year, to give the government and Arcelor Mittal time to find the agreement.
But beyond the judicial front, the game to save Europe's largest steel plant passes from an employment agreement (the government is willing to support a plan to lay off up to 2,500-3,000 workers) and from the perspective of a direct commitment of the State. Not through cash deposits and loans, prevented by statutory reasons and by the opposition of banking foundations (minority members), rather with the intervention of Invitalia, the agency for the attraction of investments 100% controlled by the Ministry of Economy .
Cdp would instead dedicate itself, also through its subsidiaries (such as Fincantieri and Snam), to the construction of the "Taranto shipyard", that is to a system framework that would lay the foundations for the launch of productive activities in support of Ilva, also in the key of decarbonisation of the plant, which could become a reality within a couple of years. But to start the plan some steps are needed: the launch of a commission of experts to assist the government in the negotiation, and the nomination of the top management of Invitalia, given that the current ones expired last April.
