Constitutional reforms, majority presents bill: Senate no longer regional. Cut to the delegates for the election of the head of state

The Senate will no longer be regional. And the great electors sent by the Regions to Rome to elect the President of the Republic they will be cut by a third. The bill provides for this constitutional reform presented by the majority leaders in the Chamber. The bill contains the two other amendments to the Charter agreed after the approval of cutting of parliamentarians.

The bill proposes the signatures of Leu's group leaders Federico Fornaro, from Italy alive Maria Elena Boschi, of the Pd Graziano Delrio of the Autonomies Renate Gebhard. The two laws were agreed by the majority together with the other two that are already traveling in Senate and that make the age of active and passive electorate (18 and 25) of the Chamber and Senate homogeneous. These reforms, explained in the report to the proposal filed this morning in the Chamber, aim to mitigate the problems on the "representativeness”Posed by the cut of parliamentarians.

The text, in three articles, intervenes on Article 57 of the Constitutional making the Senate electoral base "circumscriptional" and no longer "Regional" which allows the recovery of remains at national level, allowing medium-small parties to elect a few senators. The second change concerns Article 83 of the Charter, providing that the election of the President of the Republic "two delegates from each Region will participate, elected by the Regional Council so that minority representation is assured". The cut of one third of the great electors is parallel to that of the parliamentarians, who will decrease from 945 to 600: otherwise the delegates of the Regions would have had too much weight in the election of the head of state. The third article of the pdl establishes that the reform enters into force "the day after the entry into force" of the reform that has cut the number of parliamentarians, on which a possible incumbent is incumbent confirmatory referendum.
