So, a few weeks ago, when Johnson understands that Parliament is succeeding, against his will, in approving a law that excludes Brexit without agreement, he presents twice to the municipalities a motion for their dissolution, which however in both cases does not get the two thirds provided. Time passes, he negotiates the agreement with the EU but the Parliament turns against him. And then, on Monday evening, the Prime Minister tries again for a third time, but again suffers a burning parliamentary defeat with the rejection of this motion.
Johnson's surprise move (and his background)
At this point he has no choice but to play a surprise move, which paradoxically is suggested to him by two opposition parties. Since Sunday evening, in fact, thanks to an indiscretion from the newspaper The Guardian, public opinion is aware of a plan concocted by the Liberal Democrats and Scottish autonomists of the SNP, in favor of an immediate return to the polls, to get around obstacles laws represented by the 2011 law.
The plan called for the presentation in Parliament of a bill, called precisely Early Parliamentary General Election Bill 2019, which expressly and exceptionally sanctioned the general rules, the interruption of the current legislature and the fixing of the elections for December 12th. What would be the advantage? Very clear: a law is approved by a simple majority, it does not need two thirds. So the opposition of Corbyn and the Labor party to early elections would have been overcome by an occasional majority of opposites: Conservatives, Lib Dem, Snp.
And, in fact, once Johnson's third motion was rejected, yesterday morning the Government presented the law to the Municipalities and asked for the application of an emergency legislative procedure. During the same morning, however, also by virtue of the EU's decision to grant the extension on Brexit until January 31st 2020, which therefore removes the hypothesis of the feared no deal, Corbyn declares that now Laborers are also in favor of the dissolution.
The battle over amendments
At this point the legislative battle shifts to the amendments. The oppositions ask to include in the law in question the extension of the right to vote to European citizens who have been living for years in the United Kingdom and to sixteen and seventeen, as well as to move the date of the vote from 12 to 9 December. Well, the first two are not admitted and the third is rejected 315 to 295. At this point the project has a clear road and in the evening it gets the green light from the Municipalities with the very clear gap of 418 votes.
