Wednesday, October 16, 2019, the President of the French Republic, Emmanuel Macron, and the German Chancellor, Angela Merkel, find themselves at Toulouse where they will chair a Franco-German Council of Ministers. This is the first time that such a meeting will take place in Toulouse.

This 21e Franco-German Council of Ministers is under close surveillance. The prefect took "a temporary order for high security measures". An order that will have many consequences on a specific area of downtown.

Streets closed to traffic and parking
Part of the city center will even become a bunker from Wednesday morning.
In fact, two perimeters of traffic restriction will be introduced from Wednesday, 9am. Called "perimeters of protection", they will concern several districts of the hyper-center. Access to this area will be regulated for cars (or even banned) and for pedestrians who will be highly controlled with safety patches, a visual inspection and a baggage search at each zone entrance.

Prohibited areas for demonstrations and gatherings
Demonstrations on the public roads are prohibited in several places of Toulouse and the metropolis, between 10 am and midnight. So, at Colomiers, rue Jean-Monnet, up to the roundabout Jean-Monnet at Avenue Henri Guillaumet, is concerned. AT Cornebarrieu, the ban is valid for the Toulouse road, the D63E, the Testet road of the D63E at Avenue Latecoere – the Mervielle road from the D63E to Latecoere Avenue – Latecoere Avenue – Chemin de la Sabatere – the path of Caillou Gris to the path of Sabatere.
AT Toulouse demonstrations are prohibited from 9 am to 11 pm, in the city center, throughout the purple zone on the following map:

Deviations introduced
Traffic from the Pont Saint-Michel is diverted on the boulevard du Marechal-Juin. The one coming from Camille Pujol Avenue / rue du Pont Guilhemery is deviated on the boulevard Pr Leopold-Escande. That coming from the boulevard Carnot is deviated on the alleys Jean-Jaures.
The tram will not run in the city center
On the occasion of this Franco-German Council of Ministers, Tisseo announces several changes to the network. T1 and T2 tram lines will only run between Arenes and Aeroconstellation (T1) and Arenes et Aeroport (T2) stations. L1, L7, L8, L9, 14, 29, 31 and 44 lines will be diverted. The Shuttle Downtown will be suspended.
A closed metro station
From 9 am to 11 pm, Francois Verdier metro station (line B) will be closed and not served.
"The subway lines will work normally. The deviations put in place on the bus network will allow users to make connections with lines A and B of the metro to continue their movements, "said Tisseo.
Two underground car parks closed
The Carnot and Saint-Etienne car parks will be closed as they are located in the parking and traffic restriction zones. The Indigo parking in Saint-Étienne will be evacuated as of Tuesday, October 15th, from 22h.
Two closed public gardens
Royal and Grand Rond Gardens, as well as access walkways, will be closed.
Waste collection canceled or postponed
Toulouse Metropole announces:
If you are usually collected in the morning, the Wednesday morning pickup is canceled. Thank you for leaving no bin or bag on the sidewalk. If you are usually collected at night, the collection is postponed to Thursday morning from 4am. Please leave your bins as late as possible after 8pm.
A rally to protest
They do not want Toulouse to be the "European capital of austerity" and they want to make it known. Three unions (the CGT, the FSU and the Union of students of Toulouse) call for the mobilization, on the occasion of the arrival of Emmanuel Macron and Angela Merkel for the Franco-German Council of Ministers to be held in the Pink City. They make an appointment at 11:30, in front of the Hotel Dieu.
