Handcuffs to the evaders under the tree. With the publication in the "Gazzetta Ufficiale" of the tax law decree n. 124 of 26 October 2019 connected to the maneuver, the squeeze on tax crimes destined to come into force from the day of publication in the Official Gazette of the law on the conversion of the Dl could arrive next December 24, anticipating a day (weekday) the expiration of the 60 days for the conversion into law that would be the Christmas holiday.

But beyond the calendar, that from Monday 28 October, the Government and Parliament will be able to change and rewrite during the examination of the Chamber before and the Senate, if the fiscal decree is approved so the first real test for the tightening on tax crimes could to put in the sights immediately the potential omitted payments of the VAT advance expiring next December 27th.

Among the changes made to the text that comes into force on October 27, the most noteworthy is the 30 million cut to the Guarantee Fund for the SMEs refinanced with 670 million instead of the 700 million to date indicated in the draft of the Dl. Furthermore, with an intervention by the Ministry of Foreign Affairs, the possibility of access to companies operating for defense to funds assigned to development cooperation is removed from the final text.

The numbers of the decree and in particular the coverages offer them new ideas. Of the almost 3.1 billion between cuts and provisions for expenditure envisaged to shore up the maneuver, two thirds for the purpose of net indebtedness Pa, around 2 billion, those used to guarantee already in 2019 the resources required by the decree (starting with the transfer to 2020 of advances by December 2 for taxpayers subject to ISAs). Even if the current exits of the ministries really hit by the ax dropped with the DL barely exceed 1.5 billion euros.

About 450 million they are in fact recovered by acting on capital expenditure. According to the "annex 7" of the fiscal decree, the billion of remaining provisions is classified in the net balance to be financed (400 million are necessary for the bridge loan to Alitalia). And, as a whole, the operation cuts to the ministries confirms its substantial function of "guarantee" of the intervention with which the government aims to use 3 billion more revenue to make ends meet in the 2020 accounts and, in general, to stabilize the system of coverage of the maneuver still in the gestation phase at the Ministry of Economy.
