Maneuver, tax check on filters and maps: all measurements

The attempt is to close ranks and give some positive signals after the bitter electoral defeat in Umbria. The first news is that yet another summit to file the maneuver approved for two weeks now, it is not called late at night but in the early afternoon. The second novelty is that the summit does not last long, a couple of hours. And at the end of the meeting it immediately filters a positive news: the cedular dry, the agreed rental fee will return to 10% from the initially planned 12.5%. The government, in short, blocks the increase that it itself had foreseen two weeks ago with the opposition of the Renzians alone.

However it is a "good news", as one of the summit participants immediately says, Antonio Misiani, Deputy Economy Minister. An immediate response also to Confindustria, which yesterday, through the words of President Vincenzo Boccia, had urged the government not to "create anxiety for the productive world" and to refrain from "divisions and conflicts over the maneuver". Satisfied with the positive climate, the Economy Minister also said Roberto Gualtieri. Even if the new-found concord is not enough, it is however enough to definitively close the provision with economic measures. The two taxes that were most affected by Confindustria, the sugar tax and the plastic tax, will remain for now. Today, meanwhile, the majority delegates will meet again to try to untie the last nodes. The main one remains the fate of the 15% flat tax for VAT payments which invoice up to 65 thousand euros. The flat-rate regime will remain with almost no stakes. The last remaining subject to discussion concerns the limit of 20,000 euros for instrumental assets in order to access the benefit.

THE THRESHOLD
This threshold will jump or be raised. But it will be necessary to compensate for the missing resources to fill the gaps opened by the canceled rules. Once again, they will pay for the games. The fortune tax, which affects winnings above 500 euros, will be raised from 12% to 15%. The measure had already emerged in the fiscal decree but then it had been replaced by an increase in the one-time tax on game sales. In the maneuver the concessions for slot machines, which will expire in 2022, will also be put to tender. With regards to cigarettes, instead, the increases will only concern traditional smoking, while new products such as e-cig and heated tobacco. Instead, a tax could be introduced on the maps and filters used for do-it-yourself cigarettes, as well as on the shredding used to make them.

The other deputy minister of the economy present at the summit, Laura Castelli, then announced that in the provision there will be the unification of Imu and Tasi into a new tax, the "local tax", which will have a ceiling equal to the sum of the tax rate of the two taxes, or 10.6 per thousand. In addition, the green disk also reached the family package developed by Minister Elena Bonetti together with work colleague Nunzia Catalfo. The package will be financed with 600 million euros, and should contain the 7-day increase in parental leave for fathers, a check from 80 to 160 euros based on the income for each new born in 2020, free nurseries up to a certain income threshold and an extraordinary plan to open new facilities for the very young.

Meanwhile, some good news yesterday also arrived on the European front. "We are not currently considering" the rejection of the Italian maneuver ", said the vice president of the EU Commission Valdis Dombrovskis. "If the Commission had wanted to ask for a revised draft," he added, "we would have respected the deadlines," that is, he would have asked for it by yesterday. Nevertheless, explained Dombrovskis, the Commission has "concerns". For the overall judgment, he added, we will have to wait for the autumn forecasts that will be released on November 7th.

15% withdrawal on luck. Race for the slots
Leaving the door, return from the window. The tax on winnings over € 500 per game will increase from the current 12% to 15%. It is one of the innovations that emerged in the true majority. Already in the fiscal decree it was assumed that the tax on fortune would be tightened up, even inserting a phased system similar to the Irpef that would have hit the multimillion-dollar winnings heavily. That hypothesis was then quashed and replaced by a raising of the single tax withdrawal on the slot machines. The same slot machines that the government will have to put back into the race, considering that in 2022 the current concessions of the game will expire.

The hold on smoke is lightened. The increase in excise duties on cigarettes provided by the maneuver, in fact, will not affect innovative products. These are electronic cigarettes and heated tobacco. The increase in excise duties on traditional "blondes" remains. The packets of cigarettes could suffer an increase of twenty cents the package. There will also be price increases for other products such as cigarillos or shredded tobacco. In the latter case, to reduce usage, a tax will also be introduced on the filters and maps used to produce DIY cigarettes.

VAT MATCHES
The 15% flat tax without limits for the self-employed
That of the 15% flat tax for VAT Number which declares up to 65 thousand euros, has remained one of the last knots to be dissolved. It will be treated at the new majority summit convened for today. The point to be resolved has remained essentially only one: the ceiling for instrumental assets to access the flat tax. The intention of the government was to introduce a limit of 20 thousand euros for the instrumental assets eligible for each professional in order to gain access to the flat-rate scheme. The intention would be to completely eliminate this threshold. If this is not possible, then it could be raised to expand the audience.

INVESTMENTS
Industry 4.0 strengthened for "green" expenses
At the summit meeting yesterday it was also decided to reinforce the 4.0 industry package with 140 million euros. The increase in resources will be allocated to green and circular economy investments, which can become part of those in hyper-depreciation. The government has tried to characterize the entire maneuver with a green footprint, including an investment fund of 50 billion in 15 years of which 10.5 billion already in the next three years. In this direction also the plastic tax would go, even if, as it is designed, it affects completely recyclable products such as the Pet.

FAMILY
Baby bonus from 80 to 160 euros per month
The baby bonus is also valid for the new born in 2020 but its structure becomes universal, with three bands: 160 euros at least for the first year of life (or adoption) up to 7 thousand euros for the Isee, 120 euros for up to 40 thousand euros Isee euro and 80 euro for those who exceed this threshold. This is foreseen by the draft of the budget that allocates, by 2020, 348 million, which rises to 410 in 2021. Resources from 21 will come from a new single fund, which will start with an endowment of 1.044 billion. The leave for fathers rises to 7 days. Also increased on the basis of income, also the bonus for kindergartens: up to 25 thousand euros from ISEE rises by 1500 euros, between 25 thousand and 40 thousand is increased by a thousand euros.

Imu and Tasi are merged into the local tax
A package of local authorities is foreseen in the maneuver. This is a series of measures in favor of territorial administrations, including those relating to collection; then there are the 110 million refreshment points for the IMU and the unification of the IMU and the Tasi into the so-called local tax. In order not to leave the Municipalities with a free hand, the new Local tax will have a ceiling on the rate that will be equal to the current sum of the two taxes: 10.6 per thousand. The mayors should also receive the reform of the collection that will equate injunctions with registrations in the role, which has already been checked and then skipped in the preparation of the tax decree.
