<! – -> Bonafede: 4-8 years prison to evaders over 100 thousand euros – "From a minimum of 4 years to a maximum of eight" in prison for large tax evaders starting from an "evaded sum of 100 thousand euros". This was underlined by Justice Minister Alfonso Bonafede, explaining, at the end of the majority summit on the maneuver, the points of the law on prison for large tax evaders that will be included in the tax decree.

A week after the green light "unless agreed", after an intense "round" of meetings and a majority summit over two and a half hours, comes the agreement on the fiscal decree. It is not the end of the discussions in the majority, both because some aspects – in particular the VAT numbers – are to be defined, and because "the budget law is not yet closed".

But on the crest of the rupture, the agency writes theHandle, comes a broad agreement on nodes still open, from prison to roof evaders to cash and fines for those who do not pay with pos. Differences remain regarding the tightening of the flat tax for VAT. A novelty also arrives for the "Superbonus della Befana" strongly desired by the premier: as expected, it will arrive in January 2021 but will only pay for the expenses made with cards and debit cards starting from July 2020. The resources available – explain from Palazzo Chigi – 3 billion remain, which would translate into a bonus between 300 and 500 euros for hairdresser and beautician expenses, but also as a mechanic and electrician, electrician, plumber, restaurant.

It is in the name of responsibility and the need not to perpetuate the scheme of a quarrelsome majority, that Giuseppe Conte puts his government allies around the table after a weekend of very hard clashes. The premier signs a truce with Luigi Di Maio. Then in the evening, with Economy Minister Roberto Gualtieri, he met the majority delegations one by one, before the long evening summit, which delayed the Council of Ministers at 11.30 pm on the earthquake decree which was scheduled at 7.00 pm From the Democratic Party and Leu shows intolerance both for the ways in which the Five Stars have questioned what was done last week in the CDM, and because – underlines Federico Fornaro – "the rules should be for everyone and not for a single party".

But in the end the Five stars rejoice, getting the changes requested to the text: "The M5s never gives up!", Writes Di Maio on Facebook. The agreement, therefore. Both the lowering of the cash ceiling (which IV does not like and apart from the M5s) and the fines for those who do not charge with POS, awaiting an agreement on the decrease in credit card commission costs, are delayed in July 2020; . There is also agreement on the escalation of the prison for the evaders and on the confiscation due to disproportion, on the model of the one that applies to the mafia. The minister Alfonso Bonafede announces that he will pass "from a minimum of 4 years to a maximum of eight years" of prison for the great evaders starting from an "evaded sum of 100 thousand euros". The squeeze will immediately enter the text of the fiscal decree but with the note that the new rules will come into force not immediately, but only after the final go-ahead for the decree.

This will ensure both the certainty of the sentence and – as pointed out by Dario Franceschini – that "the Parliament will be able to examine in depth all the effects and consequences". In short, still ample room for comparison. But Bonafede makes sure he is not afraid of changes and Di Maio celebrates the agreement on the flag standard of the M5s: "Finally we touch the untouchables!". The discussion, however, will probably continue. Starting from the crux of the VAT rules to which the 15% flat rate is applied. "We are at work. It will be the subject of discussion in the coming days," says Di Maio, referring to the rules that should be included in the budget law. The new rules to limit abuses were strongly supported by the Ministry of Economy. Now the cumulation ban would come for those who earn over 30 thousand euros from dependent work (all parties agree), while the analytical calculation of the income on which to apply the flat-rate taxation would jump but the Five stars would also like to blow up the ceiling for expenses for investments.

Sources Palazzo Chigi: superbonus at 19%, from beauty to engines – The superbonus arriving with the maneuver will be a 19% return on card and ATM fees in some specific sectors, from beauty to engines. The list, still in the process of being defined, would therefore include hairdressers and beauticians, but also workshops and car electricians, as well as electricians and plumbers and restaurants. But the objective, sources at Palazzo Chigi explain, would be to draw up a list as broad as possible, including, for example, doctors and dentists. The entity of the superbonus, in short, will depend on the estimate of the audience that will use cards and ATMs, which is assumed to increase significantly. The calculation of the prize will start from the July expenses on the one hand, they always explain at Palazzo Chigi, because the whole package of fight against evasion contained in the fiscal decree and in maneuver will become operative for half a year (both the roof slides to cash is the fines for those who do not accept payments with Pos), but also for the need to organize the platform that will cross data on purchases coming from electronic payment circuits. The superbonus mechanism, in fact, should work like a real cashback, which the same operators could credit directly on the cards, and not as a deduction to be collected in the tax return.
