IN THE MAGNIFIER – A professor from the University of Cergy-Pontoise (Val-d'Oise) posted on Twitter a document received by staff and teachers that was supposed to allow them to report students suspected of religious radicalization. This device, which he regards as a "fichage", caused a stir.

Why this reporting form has been sent?
An email was sent Monday morning, October 14 to all staff and teachers of the University of Cergy-Pontoise and the initiative of "Referent Radicalization", who is also Director of the Directorate of Hygiene , Safety and Environment of the establishment.
The email in question begins as follows: "Hello, There are two types of threats of terrorist attacks: the exogenous threat linked to individuals outside the structure (Bataclan type), and the endogenous threat where it is a or several individuals belonging to the structure who commit the attacks (type Prefecture de police). "
It is about this "endogenous threat" that in its email the "Referent Radicalization" encourages the detection and reporting of a "student or colleague" using "signals listed" within a form attached. "Since security is everybody's concern, being vigilant is a guarantee of a better perception of the situation and reporting events that could have serious consequences is an act of good citizenship," concludes the email. Joined by A Loupe on the phone, the author of the email did not wish to react and refers us to the communication of the University.

Also contacted by A Loupe, Clement Carbonnier is indignant, him, the content of this email. "If I understand that we need to be attentive, I am shocked that we are being asked to denounce students or professors based on elements of religious practice, it is not up to teachers to track down beliefs."
What does this reporting form contain?
Loupe has obtained the report form. It is a document in Excel spreadsheet format to fill out and containing several types of signals: the "Signals of rupture", the "Signals of belonging" and the "Disturbing signals related to the behavior of a known person" .
These are the types of behaviors to report that surprised Clement Carbonnier and triggered his tweet. "Absenteeism during prayer hours", "Absenteeism on Fridays", "Refusal of women's authority", "Creationism", "Wearing a beard without a mustache", "Port of the niqab", "Sudden interest in the news national and international ", etc. Beside each type of behavior, the person making the report is invited to answer with "yes" or "no".
Clement Carbonnier denounces "a record of students related to religion", and in this case to Islam. "I am very curious to know the opinion of the CNIL on this kind of data collection: is it legal?" The teacher is worried about the future of the information thus collected. "This is a nominative file, it appeals to me.For me, such a record is out of proportion."
Following the release of the document, the University of Cergy-Pontoise announced in a press release that it was withdrawing this document "distributed internally (…) as part of the fight against terrorism and the prevention of radicalization". She says "deeply regret for having been able to strike or shock (…) by an inappropriate formulation and source of misunderstanding". With LCI, Francois Germinet, the president of the university, defended himself "to stigmatize a population, a belief": "The document was misunderstood, it followed the attacks and was a response to the staff who do not did not know what to do in case of radicalization, "he explained before mentioning one to two cases of reports of radicalization per year. According to our information, a similar approach, but only for service and laboratory managers, had already been held last March.
