This project is part of the series of initiatives launched last spring, in partnership with the authorities concerned by the problem of violence in the context of sports events, said Monday the Department of Security, Institutions and Sport (DSIS). It aims to strengthen the means of action of the authorities.
In accordance with the principles of proportionality and opportunity, on the basis of the report of denunciation made by an agent, the cantonal police can thus amend a masked individual in violation of the law in the context of sports events. In addition to a fine, the person concerned will also have to pay the police intervention costs.
Work group
In the face of recurring violence at sporting events in recent years, especially on the sidelines of FC Sion matches, the DSIS met a working group last spring. It has adopted several measures to increase the means of action of the actors responsible for safety as well as to reduce and avoid overflows in the context of sports events.
Some measures have already been implemented since the beginning of the current sports season. Others, such as the development of a no-hiding law, required more in-depth consideration and verification, particularly as to their compatibility with federal law.
Legal studies have shown that the Cantons can regulate a number of conditions in the matter, notes the DSIS. The preliminary draft proposes a complement to the catalog of measures the disposition of the authorities.
The State Council took cognizance of this preliminary draft without taking a decision on the substance and authorized the DSIS to put it in consultation. The various positions are expected by the end of November.
