An expert panel of the organization finds that Americans have the right to use the so-called zeroing method in their calculation of anti-dumping duties.
This method makes it possible to inflate the dumping margins, and therefore the tariffs.
This position goes against previous decisions.
US Trade Representative Robert Lighthizer welcomed the news.
On the other hand, the WTO finds that the United States has miscalculated these margins.
Foreign Minister Chrystia Freeland said that while she is pleased with the WTO's conclusion that the United States is not following the rules of calculation, she is concerned about the decision on the zeroing.
"This is a practice that has often been condemned in past decisions, and we are now looking at the next steps that Canada can take to challenge this practice, including, perhaps, an appeal," Ms. Freeland to reporters.
Both parties have 60 days to appeal the decision.
Zeroing method
Zeroing consists of assigning a zero margin to goods whose export price is higher than the domestic price.
This practice prevents a positive margin for one class of goods from being offset by the negative margin for another class of goods.
