The Legault government has decided to make a clean sweep of the Access UniQc computer file, admitting that Quebeckers' money has been badly invested in this project in the past. He even removed the business file from the hands of the Ministry of Labor, which had been working there for two years.
The money "was badly invested by the former government," said Christian Dubé, President of the Treasury Board. "For the rest, we will see how we will do things, but the right decision was to suspend the project, which was completely out of control. Mr. Cairo is finding the solution. "
The goal of the project is to create a modern citizen authentication solution to access all government online services.
Our Investigation Office announced Wednesday morning that the Access UniQc computer project has been in a complete rout for the past two years due to poor costing, quibbles, delays, improvisation and privacy risks. Internal evaluations obtained by our office show a project of more than $ 300 million, which was estimated at $ 86 million at the end of 2017.
The sums have never been brought to the attention of the government, admits the minister delegated to digital transformation, Eric Cairo.
"The figures we were told were not of that order," said the minister in charge of the press.
New leader
For now, the solution has been to withdraw the business file from the hands of the Ministry of Labor, Employment and Social Solidarity (MTESS) and to repatriate it to the new Center québécois d'excellence numérique (CQEN) recently created by the Minister Delegate.
"We asked them to review the project and I have complete confidence in the team," he said, assuring the government "avoided a fiasco".
He added that the delays should be limited because the business case will be filed before the end of the year and the project completed in 2020. He also ensures that the cost of UniQc Access will be much lower than the one that had planned the MTESS.
No more mess?
In the scrum of the press, Éric Caire even guaranteed Quebeckers the end of the brothel.
"Yes, we can guarantee them," the minister promised.
According to the critic of the official opposition, Gaétan Barrette, Éric Caire improvises. "We end up with astronomical amounts (…) if there is a brothel today, it is under the responsibility of the current government."
He added that Bill 14, which should allow Access UniQc to come into being, is "incomplete".
Same story in the Parti Quebecois. "The chicane is handful and the sheriff is not able to know what will be his plan for the future (…) Currently, the certainty we have is that it's the brothel," pleaded the MP Martin Ouellet.
In addition, the work of the Access UniQc privacy and confidentiality committee was postponed. As a result, the $ 250 per hour of expert contracts has not been paid for the time being.
