“As part of this dpcm It is not possible reach the second homes“. The first clarification on one of the main interpretative doubts of the new decree signed by the premier Giuseppe Conte comes from the minister of infrastructure and transport, Paola De Micheli, guest at Life live. In fact, in the text it is disappeared the ban on moving to second homes. For the minister, however, the fact remains that “they cannot be reached, except I seem to have understood there are some region president who is speculating on it. ” The new ordinance of the President of Veneto Luca Zaia it allows indeed individual movement throughout the region to go to the second owned houses.

The Dpcm of 10 April – which consolidated the lockdown – put black on white: “Stay forbidden any move to homes other than that main including second homes used for vacation “. In addition, the decree of 10 April confirmed the prohibition on returning to one’s residence or domicile. The “no” to second homes, in the Dpcm of April 26, there is not. The text excludes any movement between different Regions, except for work needs, reasons of absolute urgency or proven health reasons or in case of return to the own residence / domicile. Within a region, however, only mention is made of targeted displacements to meet “relatives”, but nothing more.

Until clarification by Minister De Micheli, therefore, the doubt remained as to whether or not it was allowed to reach a second home within the same region. A decision that will probably be up to the end individual governors. Me too’Uncem, the Union of Mountain Communities and Municipalities, asks for “clarifications in particular on the use of second homes. We look forward to hearing from you interpretative circulars of the Interior Ministry to give answers “.
